Sueña Torrevieja proposes a motion to carry out courses on the management of the electronic office and reduce the digital gap in Torrevieja.
Pablo Samper assures that what this proposal seeks is to promote courses on the management of the electronic office among older residents, with less computer knowledge or who have reduced mobility and to make it easier for them to carry out different procedures.
Samper also proposes to the council that explanatory tutorial videos be created, in Spanish and several languages with the necessary instructions and the steps to follow in a procedure from start to finish.
Torrevieja is growing again, it is undergoing a transformation and modernisation, they say, and this is demonstrated by the latest census data with more than 100,000 registered inhabitants, but at the same time as the population increases, the digital divide also increases.
In Torrevieja, the age range between 60 and 100 years old is almost 29,000 inhabitants, 29% of the population, and this can generate problems due to the impact of information and communication technologies on access, processing, and in the use of the same by neighbours due to age.
Another example, the different nationalities, 49,944 inhabitants, 49.74% of the population, are of international origin from 122 countries that can generate the same problems due to the language.
They would also mainly take into account people with low knowledge of computer resources and with reduced mobility who find it more difficult to approach the organisations to carry out in-person procedures.
Sueña Torrevieja proposes to the Torrevieja council to make residents aware of the instrument of the electronic headquarters to be able to make requests and queries, in addition to informing about the type of requests that they can manage by this means in the different categories.
The main objective would be to teach citizens how to use the platform, from the beginning of searching for the procedure, instructions for the procedure, how to download, fill out the forms and how to attach the requested documentation and also how to track a file already presented and by what means they will receive the resolution.
Plus, inform about the meaning of the electronic signature instrument and digital certificate, how to request it, how to install it and how to use it. Something which the Councillor for International Residents, Gitte Lund Thomsen, has herself, singlehandedly been trying to achieve.
The way to do this would be by teaching face-to-face courses with practical examples of the most requested procedures such as registration, certificate of responsible declaration of second occupancy, construction licences, opening licences, direct debit of taxes, etc. or through “Online” instruction videos with some procedures carried out from start to finish.
This initiative will bring the platform closer to users, decongest physical assistance to agencies and speed up the tasks of officials by receiving correctly submitted applications, concludes Samper.
